Rinse the quinoa thoroughly under cold water. Combine the rinsed quinoa with 1 cup of water in a small saucepan. Bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes, or until all water is absorbed. Fluff with a fork and let cool.

While the quinoa cooks, prepare the vegetables. Dice the cucumber, cherry tomatoes, and red bell pepper into bite-sized pieces. Finely chop the red onion and fresh parsley.

In a large bowl, whisk together the lemon juice and olive oil. Season with a pinch of salt and black pepper.
