Cook the whole wheat pasta according to package directions until al dente. During the last 3 minutes of cooking, add the broccoli florets to the pasta water to blanch them.

Drain the pasta and broccoli well and set aside.

While the pasta is cooking, melt the unsalted butter in a medium saucepan over medium heat.

Whisk in the all-purpose flour and cook for 1 minute, stirring constantly, to create a roux.

Gradually whisk in the skim milk until smooth. Continue whisking until the sauce thickens slightly, about 3-5 minutes.

Remove the saucepan from the heat. Stir in the shredded cheddar cheese, garlic powder, dry mustard powder, salt, and black pepper until the cheese is completely melted and the sauce is creamy.

Add the cooked pasta and broccoli to the cheese sauce and stir until everything is evenly coated.
